A year ago this month the Metropolitan Police launched ‘Operation Blunt Two’, a campaign designed to reduce knife crime and possession in London. Its main feature was the extensive use of stop-and-search teams in the capital’s boroughs, intending to discourage youngsters to carry knives and alert them to the potential dangers of doing so. Recent improvements in statistics for knife crime in London have been accredited to the Operation. Has the campaign been a success, or are the numbers obscuring the reality on the streets?

Statistics show a drop in knife crime
Overall knife crime in London has dropped by 11.5% in the last year, whilst there has been a 30% fall in serious stabbing injuries over the same period[1]. This could well be attributed to the extensive use of stop and search tactics by police, which has seen 5,400 knives seized[2] since Operation Blunt Two was started a year ago. Other deterrents such as the doubling of the maximum sentence for the offence[3] and lower tolerance for possession of a knife (around nine out of ten offenders now charged instantly) may have helped to support the campaign.
One may be in danger of giving Operation Blunt too much credit however. Roger Grimshaw of the Centre for Crime and Justice Studies has stated that ‘knife-related crime has, overall, been falling in London year on year since 2004' (1). The reduction in numbers of reported offences may actually have occurred anyway, even if the campaign had not been in place. Viewing the figures without any context leads to misleading conclusions. Project has improved police awareness of the crime environment
The police have gained a greater understanding of their environment and targets through contact made by stop-and-search. Instead of working off the assumption that the majority of incidents would occur at night, investigation has shown that they occur more frequently in the three hour period after school. This has allowed them to pre-empt potential flashpoints, and avoid unnecessary bloodshed. Commander Mark Simmons of the Metropolitan Police explains: ‘if a fight happens in a school playground, we can now work out which estate violence is likely to flare on that night and send officers there’ (1). It has also allowed officers to specifically target certain public areas which are likely to house potential offenders such as the ‘transport network, after school runs and even fun fairs’ (2). Lest We Forget...
Whilst Operation Blunt Two has been (largely) a success, we must not forget to address the causes of knife crime. Not only should the Governmnet be banning the bareing of knives in public, but they should also do the same thing for playing music in public (music with offensive language and incitement to violence and sexual degradation). To listen to these things on an Mp3 player/iPod, whatever, should of course be allowed, along with its being played in private places (homes and so on). People should not be forced to listen to this whilst in public. Many kids now grow up wanting to be like 50 Cent et al. They wouldn't want to do this if they had access to better, healthier material which they would enjoy much more than 50 and the likes thereof. The Government should be campaigning for more communal activities amongst the young, based around the appreciation of different cultures, art, books, activities (camping, hiking, expeditionary activities, writing etc.), and of course make sure that all of these things are advertised in a way that people want to do them! The Government could start by making these activities/trips free or reasonably priced.Ultimately, however, it is poverty that is the main cause of knife crime. A lack of education, hope, decent family and friends, money etc. - these things are the main causes of this sort of behaviour. Knife crime is simply one of the many results of these problems, encouraged by various artists who are easily accessible to children nowadays.

Statistics can be misleading
The figures which paint a positive image of Operation Blunt are actually flawed, in that they only portray stabbings that are reported to the police. Camila Batmanghelidjh, who is the founder of youth charity “Kids Company” argues that the ‘real figures rest in hospital accident and emergency figures’ (1) and not purely in crime statistics. Indeed, if one examines NHS data, there has actually been a 120% rise in the number of children treated in London hospitals for stabbing-related injuries (2). Beneath the surface of success associated with the Operation is the actuality that crime may merely be moving further underground, in the process evading the Police statistics. Limitations of tactics used
It has emerged that, on average, ‘knives are now only found in 1 per cent of cases as opposed to 3 per cent last year’ (1). This reduction either shows that there are less people (within the areas operating the scheme) who are carrying knives, or that those who do are finding ways to avoid detection by police. If one takes the latter conclusion, it suggests that stop and search tactics are somewhat limited and that evasion is very possible. Citizens do not feel any safer
Citizens do not feel any safer because the media constantly manufactures fear. Much of this is unintentional, given the fact that in reporting a knife crime, no matter what you say, the very fact that it is reported (as it should be) creates fear. However, the media should also include the statistics of knife crime relative to its specific area, the wider regions and the country as a whole, amongst other pieces of information. This should help curb the public's fear and prevent them from blowing things out of proportion.
Flashy figures have not restored public confidence in the police force’s ability to tackle knife crime. Michelle Jeacock, who lost her son to a knife attack, claims that the drop in negative publicity has given the false impression that the situation is improving: 'Recently there have been stabbings in my area but they haven't even made the local paper. Because no-one is dying, no-one seems to be doing anything' (1). One could make the argument that Operation Blunt Two has merely boosted statistics without actually improving the situation on the streets. (1)http://news.bbc.co.uk/1/hi/england/london/
