DEBATE: IS ICELAND A 'TERRORIST COUNTRY'?

Terrorism is the systematic use of terror, mainly as a means of coercion. There is no internationally agreed definition of terrorism. Most common definitions of terrorism include only those acts which are intended to create fear, are perpetrated for an ideological goal, and deliberately or disregard the safety of non combatants. Do the actions of the Icelandic banks warrant this label?

I am a non-combatant and Icelandic banks have put fear in me
If we take the neutral definition of what a terrorist is, we can see that Iceland can be considered as a terrorist country. The deliberate lack of care that Icelandic banks have applied to their international clients has created a fear amongst British people. In a recession, people need to take their savings and pay off debts. But the Icelandic bank, Landsbanki, have taken the savings of their customers and now they cannot afford to give those savings back. This has left many customers in fear of debt, repossession and an inability to support their family. This can be deemed as a deliberate act and fear has been created. This was done through greed. Surely, all this is enough for the country to be deemed as a terrorist country?
Ok, so you have identified two correlations between the, rough, definition of a terrorist and the actions of the Icelandic banks. But those two correlations are not enough! Where is the coercion? It would be too much of a stretch to say that people were forced to sell their houses due to the Icelandic banks, and that is enough to amount to coercion. Yes, people fear the worst with regards to their financial security, but that is not the same sort of fear which the label of terrorism deposits on the subject to which it is applied.

They have disregarded my financial safety
The reckless actions of the Icelandic banks have disabled people’s safety. Just because terrorism is usually seen as violent and seen as involving an actual loss of lives, it does not exclude the possibility of a non-violent country being considered a terrorist. As said in the neutral definition of terrorism, there is no comprehensive internationally agreed definition of terrorism. Given that, I see nothing that automatically precludes Iceland from being considered a terrorist country.
Once again, a huge interpretation on the term safety! Considering the real terrorist threats that are about, I find it quite inappropriate for such exaggerated claims to be made regarding the actions of the Icelandic banks. Our own government has disregarded the financial safety of this country, are we going to label them terrorists?

If it will get ordinary people’s money back safely, who cares what Iceland is labeled as?
When you put money in a high interest bank, a national bank, you do not expect your money to be wasted away! Given that the bank managers will still be able to have high profile, highly paid jobs and walk away uninjured, who cares whether the country is labeled as terrorists? If the British government can swindle ordinary people’s money back by using a twisted interpretation of a terrorist act, then they should have the backing of the whole British community.
I will tell you who cares that Iceland has been classified as a terrorist. The people of Iceland for one! They have all been signing petitions stating that they do not wish to be labeled as a terrorist.
America has actually refused to do deals with Iceland due to the label applied to them! This is having an even more negative effect on the Icelandic economy (1).
Besides all that, it is not fair to be labeled contrary to your actions; it is not fair to be labeled as something as severe as a terrorist. It is not only insulting and derogatory but also a sign of disrespect.

the government have admitted that Iceland is not a terrorist country
A Treasury spokesman said the government did not consider Iceland or its banks as terror regimes (1). They have subsequently removed Iceland from the website list where they were accompanied by the al Qaeda. The labeling of Iceland as a terrorist threat is ridiculous. This was never the case. It is merely the government doing what they can and the media playing too much hype upon it.

The Act under which the order is made is not just for terrorism
The confusion is circling because the act that has been used to freeze Icelandic assets is an Act that deals with terrorism, among many other things. Iceland was previously in a list with the title terrorist countries. However, they have now been removed and instead they have been put in a category called “asset freezing measures not related to terrorist or country-based financial sanctions”(1)

Bankers especially, with their threats of home repossession and their threats of destitution. But there is no such thing as a "terrorist country" because there is no such thing as a country
