There are already countries that have been caught not following the rules of the CTBT. Why would the U.S. sign it and now be able to test if other countries are out testing nuclear weapons.

With not being able to test the new weapons, the U.S. would not be able to stay on top of the military world. Other countries would still be testing while the U.S. wouldn't be and they would be more knowledgeable on the new weapons.

Nuclear Proliferation will not be stopped by the United States signing the CTBT. If other countries are going to test, it's only going to lead to more countries testing because of enemies.
