Yes because... No because...

'seasonal asylum'?

There seem to be some odd contradictions in the quote in the introduction. First what is seasonal asylum, if someone is claiming asylum then they are presumably in it for the long term. Yes there might be waves at particular points of the year but that does not make it seasonal.
Second how can asylum claims be 'unfounded' if these people are also 'particularly marginalised'; surely protecting those who are being so discriminated against and marginalised is the point of asylum?
