There has been outrage at the killing of Mahmoud al-Mabhouh in Dubai by a squad of assassins probably sent by Mossad the Israeli intelligence service. However this outrage has mostly been about the use of faked passports rather than the assassination itself. Several governments have summoned in the Israeli Ambassador to their government to be told off for the use of the passports. However it seems to be considered pretty normal to engage in assassinations.

Murder is more important than identity theft

Identity theft while it is a significant problem that can have a damaging impact on victim of it is not comparable to the crime of murder which involves taking a person's life. While the person who was killed may not have been "entirely innocent" so to speak he was still a human being who had been killed outside of any form of trial.

Then the government should be protesting equally about both crimes not just about one crime because it has more "impact than another". Identity threat is reported to be responsible for criminals earning around £10 million every day[[http://www.cifas.org.uk/default.asp?edit_id=561-56]] The fact that it is linked to a crime makes no difference.

All intelligence agencies are notorious for murder, though the C.I.A's killings are the most notorious.

Murder is murder. And state-sponsored murder is a renown aspect of fascism.

There is a basis for the existence of laws,rights and regulations: The basis is not that they be ignored in the face of covert international warfare.

State sponsored murders(conducted by intelligence agents) of people thought-of as legitimate threats to the state are well-known thanks to the American media and its obsession with shows centered on the sinisterly clandestine operations of the central intelligence agency with the federal bureau of Investigation being the 'good' organization outing the C.I.A always.

As long as an agent is merely following orders; and does not have a personal vendetta against targets s/he is not thought of nor said to be a murderer but just someone doing his/her job.

Using fake identities is also a notorious aspect of being a 'spy'/intelligence-agent
but these identities(and citizen-ships/nationalities thus) should be provided with the knowledge/consent of the countries that should be assigning them.
Using fake persona-s against the will and knowledge of these countries is dangerous in terms of identity-theft framing-people-for-murder and a host of other things.
