Here is a accord signed in cop-15 that developed countries will provide a handsome amount of adaptation fund to affected countries. We want this fund should give quickly without any delay.

No, because... Not first
The most vulnerable countries obviously diserve to get most of the money from an adaptation fund (if and when it really materialises) however they should not necessarily get it first. Just because we currently consider a certain state to be one of the most vulnerable does not necessarily mean that it will be hit first, surely the money should first be spent wherever is being affected most now. The chances are that these will be the most vulnerable countries, but if it is not it should not exclude that country from getting the funds first.
