DEBATE: SHOULD CORRUPT OFFICIALS BE BANNED FROM TRAVELLING TO THE WEST?

Many dictators amass large amounts of money from the country they rule, this is either from acquiring tax revenues or from appropriating state businesses or the natural resources of the state. This damages the country’s economy in countries that often have large proportions of the population in poverty while the country’s elite plunder the state’s resources. Nonetheless these people are not only recognised as being the legitimate government representing the people of these countries but are allowed to travel where they like, often spending their resources abroad. Should the west prevent these officials from visiting?

The Need for Justice.
The question that should corrupt officials be banned from travelling to the West should illicit a Yes answer from any person that believes in the rule of law ,justice ,equity and fair play. Corruption has broadly been defined as a perversion or a change from good to bad. Specifically, corruption or corrupt behavior involves the violation of established rules for personal gain and profit (Sen 1999, p.275). Corruption is efforts to secure wealth or power through illegal means private gain at public expense; or a misuse of public power for private benefit (Lipset & Lenz, 2000, p.112-114).The effect of corruption on many countries and their people is better imagined. Especially in Africa a large chunk of public funds find their way into private confers in Europe and this trend has flourished unperturbed for over four decades now as a result many lives have been lost,countries have become war torned and socio,political and economic development have stagnated as such any move to stop kleptomaniacs,their cohorts and collaborators from travelling to the West as a mean of denying them access to looted funds is a welcomed one.I believe the real question begging for an answer here is whether the act of stopping them from travelling to the west does not constitute an infringement on their right to freedom of movement,the answer is simply Yes ,they have committed a crime and should be threated as common criminals to dissuade others from following their footsteps.
Human rights is really tricky argument in this debate for proposition.
Basically propositions first argument is about human rights to people who are living in these countries. Frankly speaking, it is impossible to solve poverty problems in these countries by banning corrupt officials to travel to West.
First argument against propositions first argument is: This will not change Status-quo.
Second argument against propositions first argument is: In this kind of way we will kill human rights to these officials. Even know that they are corrupt and because of them there are a lot of problems we have no rights to kill their freedom to travel.
By banning their rights to come into the country, the West will state that this is all what we can do - we accept corruption, poverty, sicknesses, etc. and all that we are doing to help them is that we are banning them to travel to the west.
In this case there should be used other methods - professional education and help from "inside".

Corruption is also Negatively affecting the West.
Although corruption via money stolen from other part of the world and laundered to Europe has benefited the economics of these countries so also it has adversely affected them through lose money which is been use to fund illegal businesses,civil wars and terrorism all over the world.
This is unrealistic. It is an unforunate truth that most of the corruption involves bribery and untraceable deals with Western corporations upon whom our economy relies. Poverty is also necessary for a cheap work force. Not that this doesn't need to be changed, but it means that economics isn't a good incentive to bar them.

up their trails of corruption. The offenders can also be very powerful and ruthless in enforcing a code of

acquire the assistance of other professionals, such as lawyers, accountants and computer experts in their

To bar an official from entering the country on corruption charges requires at least 'credible evidence' that they were actually involved in corruption. In many instances, there is only spurious and incomplete evidence. For instance, Transport Minister Chris Murungaru described his ban as 'politically motivated and baseless', and that “The British must provide tangible evidence of wrongdoing on my part which must be able to withstand legal scrutiny in any court of law because I intend to take the most vigorous legal action to end this hounding by innuendo, gossip and malice.” (http://news.bbc.co.uk/1/hi/world/africa/4729119.stm)

Won't stop corruption.
Yes,it won't stop corrupt but its an effort in the right direction towards stop impunity.Clearly,incidents and arrests involving two government officials from Nigeria in the past two 3years has proven that once allegation of corruption has been established there is the need to follow up on the suspects and prevent them access to these funds and in the ensuing confusion mistakes would be made that would serve as evidence and also point at the perpectuators and their collaborators .Corruption is not a one person game so thats why is easy to cover up and that is why with follow up and fustrated efforts at reaching their loot one of the perpectuators is bound to make a mistake.
Officials involved in corruption aren't going to be stopped by physically being unable to get into the West. They can still communicate with the people they are making deals with without being there. Major corporations will have branches all over the world. The officials will find some way to get around the border controls even if they are legally denied access anyway.
